That isn’t true anymore. They did have house arrest, but according to this article… The court in Bucharest on Friday said the release comes on the grounds that the brothers do not leave the Municipality of Bucharest and Ilfov county without prior approval from the court.
They still need to report in daily, and can’t contact any of the victims.
