      Not stupid, just the people who make the rules are not affected by the disasters or they can afford to buy their way to a place that’s not affected when there’s something going on. They don’t give a flying fuck about the average person. With that in mind they just simply don’t want to spend the money.

    The problem is that to plan for large scale disasters require large scale coordination across multiple counties/towns but Texas has a culture that doesn’t like giving any single organization the jurisdiction and power to make those plans. Local governments are hamstrung by over zealous libertarians and state government has the power hungry predators who find innovative new ways to be corrupt.

    Texas will always be a victim because the people think it’s the way things should be.
