It was never about reducing the budget. It has always been about purging non-loyalists and shifting funds to security apparatchik.

How else are they supposed to surround themselves with yes men that will say exactly what they want? Wasn’t this part of the whole plan? Fill the government with people that send the message they want, so they can write reality in their favor?
