I’m pretty sure OP is aware of this but the theoretical limit of THC production in a flower is about 30% by weight. Thing is, the reported number in California is most often the percentage of the cannabinoids in the sample that is THC, not the cannabinoids by weight. That’s one reason I tell people the numbers are meaningless and that you need to be looking for terps you like/flavors and highs you enjoy rather than the numbers
