If an emergency gives more power, then government will create emergencies. Hopefully democrats sweep congress and permanently hamper the power of the executive branch. Unfortunately I don’t think they will sweep and don’t believe that they would hamper powers even if they could. Maybe the president should be a totally separate party from congressional parties. Separate organizations, separate fund raising would allow government to focus on issues more than winning for their party.
