It’s drying off. Cormorants have less preen oil so they have to spread their wings and dry off after a session of diving.

Like with Harriers you can age a cormorant by its eye colour, European ones go from brown to jade green as they age, so I guess this one is a young adult

The different species of cormorants have different color eyes and those colors also change with the breeding season. Yours is a double-crested cormorant while OP’s is a great cormorant.
Only a cormoron would mix up the two.
