According to the Constitution, Trump cannot legally declare Venezuela the 51st state without congressional approval or Venezuela’s consent.
There’s that pesky concept again that Trump doesn’t seem to understand, or have, or know about.

The population of Venezuela is around 28.6 million. The population of Puerto Rico is around 3.2 million. Venezuela would get more House members.
Puerto Rico’s representatives are non-voting and have very limited impact on legislation. They could have 100 Congressmen and still have zero votes.
