Oh, it still does—it’s just important to keep in mind.
If the information that debunks the propaganda wasn’t readily available, sure you could call them victims. But in this case it’s just willful ignorance, and that’s on yourself, so at best a victim of yourself. But they are not blameless victims, and completely responsible for their own misery here.
