Evtl. müssen die erst einmal schauen woher sie die Ganze Hardware ankaufen können und was sie brauchen. Für eine Staats-Datenbank braucht es Redundanz. Selbst im Falle eines Strom-Ausfalles darf nichts verloren gehen, was ziemlich schwer ist (Batterien und Diesel-Generatoren im Daten-Zentrum).
