Yes it could. One economic crisis too many; a few gifted power hungry ghouls in the wrong place; hundreds little comprimises taken by establishment to preserve the status quo – and you will find your neighbours tolerating (and even welcoming) oppression of the less fortunate.
No society is immune.
In nazi Germany, once they had successfully dehumanized the Jewish population and normalized abuse, people were literally narcing on their Jewish neighbors (often friends/colleagues) in an effort to get at their apartment or other belongings. This is not unthinkable with the trajectory the USA is on right now.

Frankly, most of us Americans do not realize that the national anthem, when sung in full, is incredibly racist. There are reasons why the singing stops when it does.
But the “No refuge could save the hireling and slave, From the terror of flight, or the gloom of the grave” gets louder.
