The possibility exists, but FWIW more likely is just the fact that it’s a parking lot, which are usually monitored to deter theft.
In the present day, these systems could be feeding into a larger surveillance apparatus, but the idea of camera-monitored lots predates the internet and I’d imagine most are still just a local feed.
